    Re RAITA
    A RIATA is another name for a lariet or a lasso. So, it's a rope with a noose on the end that can be thrown from a horse to catch some animal usually. It comes from the spanish word for lasso, "reata".

    Re TEE
    The Fourth (letter) of (the word) "September" is T, which is spelled TEE. Quite a clever clue I thought, and very deceptive :o)
